Senator Cramer worries about civil war in Afghanistan and calls for ISR capacity building to reduce threat of terrorism

WASHINGTON – During a Senate Armed Services (SASC) hearing, U.S. Senator Kevin Cramer (R-ND) questioned David F. of Politico-Military Affairs Middle East and Joint Staff of Indo-Pacific Security Affairs, on military plans to support the government in Afghanistan in case the country falls into civil war.

“Are we committed to fully supporting the current government in Afghanistan if it were to descend into all-out civil war?” If so, what would this commitment look like? ” asked Senator Cramer.

“We are committed to fully support the Afghan government”, Mr Helvey said. “We have a bilateral security agreement with the Afghan government, in which we indicate that we will continue to seek funds to provide them with support to support the ANDSF.

Senator Cramer then asked Mr. Helvey and Brigadier General Trollinger about how intelligence, surveillance and reconnaissance (ISR) capabilities can help reduce threats of terrorism around the world. North Dakota is home to ISR platforms such as the RQ-4 Global Hawk in Grand Forks and the MQ-9 Reaper in Fargo.

“What kind of unmanned or space-based capabilities do we need to maintain or even improve to minimize the possibility of global terrorist threats?” asked Senator Cramer. “Can we do more to strengthen this new way of providing some security?”

“There is this larger global framework that includes broader technical means, but the kinds of capabilities that may not reside in the region but that we can flow into the region as needed,” Mr Helvey said.

“The capacity that we currently have and that we are using to achieve our goals, we want to continue to use and make the technological advancements that we are able to better afford,” replied Brigadier General Trollinger.
