Parish Council

Final adoption

$ 7.725 million in ARPA funds for drainage, fire protection and Faith House. The parish council will vote to approve a series of ordinances for the appropriation of part of its $ 47 million allocation from the American Rescue Plan Act recovery funds. Drainage and fire protection projects were on the list proposed by the mayor-president.

But the money for Faith House will be the first ARPA fund distributed to an external agency. Here is the list of proposed projects:

  • $ 2 million for the Coulee mine, the Isle of Cannes, the Bayou Vermilion, the rainwater detention of the parish of Bayou Carencro
  • $ 1.75 million for Millcreek drainage improvements
  • $ 375,000 to improve the Vermilion hydraulic model
  • $ 300,000 for hydrants in unincorporated areas
  • $ 2.8 million for 7 volunteer firefighter tankers
  • $ 500,000 for Faith House

Drainage and fire protection taxes both appear on the November 13 ballot.

This resolution confirms City Council’s support for the recommendations of the Community Development Arts Review Committee and the Community Development Social Services Review Committee regarding the funding of external organizations. Of the $ 318,000 in applications from arts and culture candidates, $ 55,667 will be awarded. Of the $ 192,000 in requests from social service applicants, $ 74,053 will be granted. Update on the police department. City Councilor Glenn Lazard has asked for an update on what is happening in the police department following the sudden and unexplained sacking of former Police Chief Thomas Glover.

Discussion on Redistricting / Demographer. Lazard also wants to start a discussion on the next steps in the redistribution process, which could change the boundaries of the legislative constituencies of the city and parish of Lafayette.

  • $ 3.2 million decrease in the use of the City’s general fund balance
  • Increase of $ 1.2 million in the use of the balance of the Public Services Network Fund
  • Decrease of $ 514,194 in the use of the balance of the Communication System Fund
  • Increase of $ 284,097 in the use of the TIF Sales Tax Trust Fund

$ 25 million for water and sewer upgrades. This ordinance will authorize the administration to seek grants out of the $ 300 million in state ARPA funds that Louisiana has allocated to the water sector program. These grants will require local matches of 25-76%, but the funds would be used to offset money the city was already planning to spend on maintaining and upgrading water and sewer facilities.

2% salary increase for some police and firefighters. This ordinance for the police and this ordinance for the firefighters will increase wages above certain salary scales. It won’t change entry-level salaries either. Taxes on police and firefighters’ salaries are due to be renewed on November 13.

Adjust rules for lawyers and proclamations at council meetings. This resolution would make two changes to board meetings. The first is that parish city attorneys who are assigned to ordinances will not automatically attend meetings where the ordinance is being introduced or final adoption, but will attend only at the request of members of the ordinance. advice. This change is made to help save money by charging lawyers just to attend long meetings where they are ultimately not needed. The second change is to remove all proclamations from council meetings. The mayor-president will still be able to issue proclamations from his office, and council members will be invited to attend. $ 706,000 to social service agencies. A series of ordinances will send federal government funds (regular CDBG and HOME allocations) to the following nonprofits:
